Summary This position is part of the Office of Enterprise Assessments, Department of Energy. As a Supervisory Management and Program Analyst, you will serve as the Deputy Director of the National Training Center within the Office of Enterprise Assessments, acting as the principal assistant to the NTC Director and assuming full leadership responsibilities in the Director's absence. Responsibilities As a Supervisory Management and Program Analyst, you will: Supervise a team of training specialists and program managers responsible for the design, development, and delivery of state-of-the-art security and safety training programs. Ensure the effective implementation of systematic, standards-based processes for curriculum development, training delivery, and effectiveness evaluation to maintain the proficiency and competence of Departmental and National Nuclear Security Administration personnel. Serve as the first assistant to the NTC Director and act as the NTC Director in the absence or disability of the Director, assuming full responsibility for the NTC's operations, missions, and functions. Provide comprehensive administration and oversight of the primary contractor, ensuring their performance strictly adheres to the Statement of Work, including effective facilities management. Ensure cohesive program development and efficient resource allocation across all NTC initiatives, fulfilling all established requirements. Also provide ultimate oversight and management of all NTC training programs, ensuring their efficacy, relevance, and adherence to established technical qualification standards. Monitor program delivery, assessing training effectiveness, and guiding adjustments to curriculum and methodologies as needed. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-14 in the Federal service. Specialized experience for this position is defined as meeting at least 3 of 4 of the following: Developing, maintaining, delivering, and evaluating the security and safety training programs to ensure compliance with the organization mission and policy. Supervising or providing guidance to a team of professionals in the execution of security and safety training programs or projects. Providing interpretation, guidance, and advice to stakeholders on training necessary to assess operational effectiveness, security vulnerabilities and security awareness. Managing contracts or overseeing contractor performance to ensure adherence to established requirements and standards. Education cannot be substituted for specialized experience at the GS-14 grade level. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
