Under the direction of the Staff Services Manager I (SSM I), Chief Procurement Management Unit A, the Associate Governmental Program Analyst (AGPA) will conduct the more complex solicitation and contract analyses, contract development, fiscal oversight and monitoring for the California Tobacco Prevention Program (CTPP). The AGPA will work as a lead and within a team and collaborate to ensure CTPP complies with established contract policies and procedures. The AGPA will be assigned and manage approximately 20-25 agreements including contracts and grants. Additionally, the AGPA will work on one to three solicitations per year. Limited in-state travel (10%), including occasional overnight stays, may be required to participate in procurement reviews, in-person meetings with contractors, and conferences.

Telework Information
This position may be eligible for telework up to three (3) days per week and is required to report in-person to the designated headquarters office location a minimum of two (2) days per week. The amount of telework permitted is at the discretion of the Department and is subject to change, consistent with CDPH’s Telework Program. All employees who telework are required to be California residents in accordance with Government Code 14200. Candidates who reside outside of the state of California may be interviewed; however, the selected candidate must have a primary residency in the state of California prior to appointment (and continue to maintain California residency) as a condition of employment. Failure to meet this requirement may result in the job offer being rescinded.
Business travel may be required , and reimbursement considers an employee’s designated headquarters office subject to regulations and bargaining unit contract provisions. All commute expenses to the designated headquarters office will be the responsibility of the selected candidate.

The Supplemental Questionnaire (SQ) will be used to pre-screen applicants for the California Tobacco Prevention Program’s vacant AGPA position. The SQ must be no longer than three (3) pages in length, using 12-pt. Arial font. Applications submitted without the SQ will not be considered for an interview.
1. Describe your experience independently performing complex financial, research, and program analysis for a major contract and providing upper management with recommendations based on your findings. Include information regarding your responsibilities.
2. Describe your knowledge and experience as a Procurement/Contract Analyst monitoring contracts and any experience working with both State and Federal expenditures.
3. Describe your experience being the lead person on a project and working with a team of other program staff. Describe your role, the role of others, and how you ensured the project success.
