Under the direction of the Information Technology Supervisor II (IT Supv II), the IT Spec I performs a wide variety of tasks requiring regular innovative problem-solving within broadly stated and non-specific guidelines. The scope typically includes multiple program areas, and involves planning, developing, and implementing technological solutions for IT policy that are essential to the missions of the overall organization, affecting large numbers of people on a long-term or continuous basis in one or more of the Business Technology Management and Technology Project Management domains. The incumbent will assume a specialist level role in Data Analytics and Policy (DAP) in the Statewide Information Technology Policy Office for the California Department of Technology (CDT), Office of Government Affairs (OGA). The DAP Specialist orchestrates people, processes, and technology to ensure quality data, policy development, reviews, and coordinating IT governance is thorough, timely, and accurate.

  1. Provide a narrative response detailing your experience with complex data sets using Microsoft Excel, PowerBI, and/or Tableau.
  2. Describe your experience writing, reviewing, editing, and tracking executive level reports.

Desirable Qualifications

In addition to evaluating each candidate's relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Proven working experience as a data analyst or business data analyst.
  • Knowledge of statistics and 2 years of experience using statistical packages for analyzing datasets (Microsoft Excel, Microsoft Power BI, Tableau, etc.).
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with exceptional attention to detail and accuracy.
  • Adept at queries, report writing, and presenting findings.
  • Strong writing, editing, and reviewing skills for policies and legislative reports.
  • Ability to multi-task and prioritize complex assignments.
  • Strong communication (oral and written) and interpersonal skills, as well as excellent negotiation skills.
  • Ability to work independently and in a team environment.
  • Ability to manage multiple tasks with critical deadlines.
  • Ability to quickly and easily adapt to changing priorities.
